ROME (Reuters) - President Giorgio Napolitano led a chorus of condemnation on Friday of Britain's failure to inform the Italian government before launching a botched rescue mission with Nigerian forces that led to the deaths of British and Italian hostages held by a militant Islamist group.
Briton Chris McManus and Italian Franco Lamolinara, who were kidnapped in May while working for a construction company in northwest Nigeria, were killed by their captors during the raid, British Prime Minister David Cameron said on Thursday.
In the strongest Italian condemnation, Napolitano told reporters: "The behaviour of the British government in not informing Italy is inexplicable."
"A political and diplomatic clarification is necessary."
Prime Minister Mario Monti said Italy had been informed only after the raid began against a compound in the town of Sokoto. The British government confirmed this on Friday.
"Italy wasn't informed or asked its opinion about a blitz that put at mortal risk an Italian citizen," Fabrizio Cicchitto, a senior official in former leader Silvio Berlusconi's People of Liberty party, said in a television interview.
"Between allies, this sort of mission is usually talked about beforehand. The British government bypassed and completely ignored us," he said.
While Italian media criticised Britain for acting unilaterally, commentators also said the event underscored Italy's diminishing international clout.
They linked the incident to an ongoing struggle by Italy to free two marines on anti-piracy duty who are being held in India for shooting dead two fishermen in the Indian Ocean.
"The United Kingdom still acts, maybe unconsciously, with the nostalgia of imperial glory," said Antonio Puri Purini in Corriere della Sera, the country's biggest daily, drawing another parallel with the capsizing of the giant cruise liner Costa Concordia in which at least 25 people died in January.
"First the tragic farce of Captain (Francesco) Schettino and then the arrest of the marines in Kochi," said Puri Purini. "The Italian public has a right to feel humiliated."
MONTI CONVENES SECURITY COMMITTEE
Monti called a meeting on Friday with his senior security ministers and a representative of the secret services. A parliamentary committee has also said it will open a probe.
The British ambassador in Rome visited the Italian Foreign Ministry "on his own accord" on Thursday night, a British Foreign Office spokeswoman said without giving further details.
In Britain there were attempts to play down the spat.
"I don't think failure to make a phone call five minutes earlier will damage relations between Britain and Italy," Richard Ottaway, chairman of Britain's Foreign Affairs select committee, told Reuters.
"I understand the frustrations of the Italians, but I don't think it is unreasonable because they are fast moving, sensitive operations and it's not always possible to keep politicians briefed in advance of what goes on."
A Downing Street spokesman said Britain had been in close contact with the Italian government since the kidnapping last May. Rome was contacted as the operation got underway, he said.
"The fact of the matter is things were moving quite quickly on the ground and we had to respond to that and our top priority was to maximize the chances of getting the hostages out.
Asked if Italian authorities had given prior approval to a rescue operation, he said: "When the prime minister (Cameron) phoned Mario Monti, ), the operation had happened. We knew that the hostages were dead."
Monti spoke to Nigerian President Goodluck Jonathan, whose special forces made up most of the attack force, on Thursday to demand a "complete reconstruction" of the operation.
In Nigeria, the compound where the hostages were held was pock-marked with bullet holes after the raid.
"The security agencies tried to break into the house but there was resistance. The people inside the house were shooting at them and they returned fire. They exchanged fire for some time," said Mahmoud Abubakar, who lives on the same street.
"After all the gunfire, I saw soldiers bring out five dead bodies from the house. Two were white, three were black," said Murtala Naboro Tsafe, whose house is opposite the compound.
"At about 6.30pm local time, before dark, soldiers marched three people out of the house who were still alive".
The hostage takers were a faction of militant Islamist sect Boko Haram that has links with al Qaeda's north African wing, a senior official at Nigeria's State Security Service said.
Boko Haram is waging an insurgency against Nigeria's southern dominated government and has been blamed for shootings and bombings that have killed hundreds in the last two years.

The two diplomatic incidents in Nigeria and India are an unexpected challenge for Monti, who has focused primarily on economic reforms.
He took power at the head of an unelected government of technocrats in November, replacing the scandal-plagued Berlusconi as Italy teetered on the brink of ruinous default.

The GOP firebrand said she voted for Newt in the caucus/primary in Alaska, one of 10 states to cast ballots yesterday (see THG's full Super Tuesday results).
"I will tell you who I voted for... the cheerful one, it's Newt Gingrich," Palin said, referring to the one-word description Newt gave himself in a recent date.
"I have appreciated what he has stood for, stood boldly for," she said. "He has been the underdog in many of these primary races and these caucuses."
"I've respected what he has stood for."
She spoke as as longtime frontrunner Mitt Romney tightened his grip on the 2012 Republican presidential nomination, but failed to deliver a knockout blow.
Romney won six states, including Alaska, with a whole 33 percent of the vote, while Rick Santorum won three and Gingrich cruised in his native Georgia.
That win gives Newt an outside chance of rebooting his bid if he can gain some momentum in a clutch of upcoming battles in the conservative Deep South.
It also keeps alive the possibility that while Gingrich, Santorum and Ron Paul may not win the nomination themselves, they could collectively deny Romney.
With 1,144 delegates needed for the nomination, Romney 332 delegates to Santorum’s 139, Gingrich's 73 and Paul's 35, according to the New York Times.
A resurgent Gingrich could further dent Mitt's chances of claiming a majority of delegates - a plurality, or simply earning the most, won't do it - this spring.
Palin conceded that the race lacks excitement, but predicted it would heat up once Republicans choose a nominee, and launched a swipe at Romney.
"It has been slow going, but there will be that zip-a-dee-doo-dah after the nominee is chosen. I guarantee there will be that enthusiasm," she said.
"But to be brutally honest, with all due respect to governor Romney, who is obviously the frontrunner, he's not garnering a lot of that enthusiasm right now."

COLUMBUS, Ohio Fifteen years of studying two experimental wetlands has convinced Bill Mitsch that turning the reins over to Mother Nature makes the most sense when it comes to this area of ecological restoration.
Mitsch, an environment and natural resources professor at Ohio State University, has led the effort to compare the behavior of two experimental marshes on campus one that was planted in 1994 with wetland vegetation and another that was left to colonize plant and animal life on its own.
The two wetlands now contain nearly the same number of plant species, and almost 100 more species than existed 15 years ago. When the two marshes were created, researchers planted 13 common wetland species in one marsh and left the other to develop naturally. Water from the nearby Olentangy River has been continually pumped into both marshes at rates designed to mimic water flow in a freshwater river wetland setting.
The wetlands' general similarities have persisted even after muskrats spent the winter of 2000-01 destroying most of the plants in both wetlands, either eating them or using them to build dens. Though the muskrats' favored cattails dominated the unplanted wetland at the time, bulrush grew back in the cattails' place as the marshes recovered from the animal damage. Trees also ring both wetlands, hinting at the possibility that the site could someday be transformed from a marsh into a forested wetland.
These developments suggest that as time passes, the initial conditions of the wetlands matter less than how they develop naturally on their own, Mitsch said.
"Both wetlands are examples of what we call self-design," he said. "Human beings can be involved in the beginning, but ultimately the system designs itself according to the laws of Mother Nature and Father Time." The analysis is published in the March issue of the journal BioScience.
Mitsch is a staunch proponent of factoring wetlands' contributions to carbon storage, or sequestration, into worldwide strategies to offset greenhouse gas emissions. This study and his other research on freshwater wetlands suggest to Mitsch that wetlands could provide substantial support in this area.
At the 15-year mark, the unplanted wetland's rate of carbon retention stood at 266 grams of carbon per square meter per year, compared to 219 grams in the planted wetland. Mitsch noted that these are considerably higher than are the carbon sequestration rates estimated at a natural reference wetland used for comparison: Old Woman Creek near Lake Erie. Carbon sequestration rates there range from 125 to 160 grams of carbon per square meter per year.
One significant difference seen between the planted and unplanted experimental wetlands, however, was their rates of methane emission. Mitsch and colleagues measured these emissions from 2004 to 2008. The unplanted wetland emitted about twice as much methane as did the planted wetland, releasing 32 grams and 16 grams of methane per square meter per year, respectively.
"The planted wetland remained a little more diverse in plant communities, and biodiversity is good. The unplanted wetland appeared to go for power, in the thermodynamic sense, and had more productivity and more plants," Mitsch said. "In the end, that's the one that had more carbon sequestration, but it also had more methane. So you get the yin and the yang of carbon with the unplanted wetland."
Almost all freshwater wetlands are known to release methane, a greenhouse gas, into the atmosphere, but Mitsch asserts that wetlands' role as carbon sinks more than compensates for the methane emissions. Methane oxidizes in the atmosphere while carbon dioxide does not, tipping the balance of value for protection against greenhouse gases in favor of wetlands because of their carbon storage capacity, he said.
These wetlands taught the scientists a number of lessons about wetland creation despite their small size. The 2 -acre marshes are part of Ohio State's Wilma H. Schiermeier Olentangy River Wetland Research Park, which Mitsch directs.
If the soil is any indication, its adaptation showed that one can create a wetland anywhere there is a constant source of water. The soil at the site, former farmland, became hydric an indicator that a wetland exists within just a few years.
The wetlands were a bit of a disappointment in the area of nutrient retention, which relates to a wetland's work to purify water.
Phosphorus is problematic in inland freshwater systems, where, in excess, it can stimulate the growth of algae. The experimental wetlands at Ohio State started strong at retaining phosphorus, but the retention rate has declined over time, from 60 percent to about 5 percent over the course of the 15 years of study.
For nitrates, which can lead to algae blooms and kill some fish species in coastal waters such as the Gulf of Mexico, the rate of retention in the wetlands decreased from the early years from almost 40 percent to 25 percent, but now appears to have leveled off.
"The nitrate is a pretty good story, but the phosphorous retention is a warning that you can't get phosphorous retention from these wetlands over a really long time. They become saturated," Mitsch said.
He noted that a common discussion in ecology circles these days is a reference to "ecosystem services," where scientists and policymakers are asking, 'What can nature do for humans?' In Mitsch's estimation, wetlands fulfill all expectations: They purify water by removing nitrogen and phosphorous, regulate the climate by storing carbon, retain flood waters and, in the case of coastal wetlands, protect coastal areas from hurricane damage, and enhance biodiversity, in effect serving as natural zoos and botanical gardens.
In economic terms, that means preservation of wetlands could translate into less investment needed for the construction of water treatment plants, flood control reservoirs and carbon sequestration technology, he said.
Something that remains unclear about wetland creation, however, is whether planting or allowing for natural colonization makes any difference in the long run. Of the 13 species planted at the beginning of the experiment in the planted wetland, nine remain there; in the unplanted basin, only two of those species are growing there at year 15. In the meantime, dozens of new species grew in each marsh.
"At the end of the day I'm not sure one wetland is more important than the other. There are positives for both," Mitsch said. "We just wanted to see for as long as we could what happens over time when you plant one wetland and don't plant the other. I think they're converging, tending to be similar."

Nearly three decades ago, Bruce Springsteen wrote with sadness about a man showing his young son a hometown ravaged by outside economic forces, a town the family was about to leave.
He's not sad now. He's angry, mighty angry. On the new song, "Death to My Hometown," he wants to "send the robber barons straight to hell, the greedy thieves who came around and ate the flesh of everything they found, whose crimes have gone unpunished now, who walk the streets as free men now."
With economic injustice, Springsteen's powerful new disc has a subject he can sink his teeth into, and he matches it with music that has some of the same clenched fury.
The working man who "always loved the feel of sweat on my shirt" now wakes up each morning feeling imprisoned in a system stacked against him. In "Jack of All Trades," another versatile worker recites the jobs he can do, ending with a blunt and horrific description of how he'd like to treat those he's worked for.
The anthemic "We Take Care of Our Own" is made more important because it's not true anymore. There have been notable failures to live up to that sentiment and, frankly, not everyone agrees with it.
This is not an E Street Band record. Steve Van Zandt, Nils Lofgren, Roy Bittan and Garry Tallent are not among the 31 credited musicians. Springsteen sounds creatively energized working with new sounds and with some new people, most notably producer Ron Aniello, guitarist Tom Morello and singer Michelle Moore.
Fortunately, Springsteen doesn't leave his listeners in a ditch. A studio recording of "Land of Hope and Dreams," a track released in a live version a decade ago, is a gospel heartwarmer that masterfully calls in the memory of Curtis Mayfield. It packs an emotional wallop, too, with one of the late Clarence Clemons' last sax solos.
The album-closing "We Are Alive" offers similar hope, too, tying together people who took stands for workers', civil and immigration rights and paid with their lives.
The title track is about the tearing down of Giants Stadium, an arena Springsteen made his own over many years, yet it provides a line that best sums up the singer's message on this disc: "Hold tight to your anger," he sings. "And don't fall to your fears."
CHECK THIS TRACK OUT: "You've Got It," the only inward-looking track here, is a sultry love song that builds musically to a terrific release when Matt Chamberlain's drums kick in.

A recent issue was entitled ?The Lost Art?. The thrust of this excellent piece was that the advent of electronic media in all of its different forms has resulted in a significant decrease in the amount of reading that we do.
In the past, people used to read for information, entertainment and as a ?noble intellectual pursuit?. Nowadays, the only things that many people read with regularity are their emails, text messages or ?tweets? on their Twitter accounts. (Don?t get me wrong; I use Twitter and I think it is great. But there needs to be a balance.)
Being well-read has implications for public speakers.
As noted in Spiritual Wealth, reading is to the mind what exercise is to the body. The more we read, the better we are able to think, the more clearly we are able to express ourselves, the more stylistic and refined our writing and speaking will be. By reading good writing, we expand our vocabulary and become more adept in our use of language.
So what to read? My suggestion is that you approach reading the way you should approach eating: choose a well balanced diet. Try some classics, delve into Shakespeare, read a great autobiography, dip your toe into the waters of philosophy, explore some short stories. And don?t neglect good newspapers. In my opinion, one of the finest is The Economist, not only because of its reportage, but also for its wonderful use of English.
By all means, throw in the occasional ?trashy? novel for fun, but don?t shy away from heavier things.
It is like weightlifting; the more weight you lift, the stronger your muscles become.
