Elliott Negin,?Director of News & Commentary, Union of Concerned ScientistsUnless Congress acts soon, the wind industry will have to trim its sails--and its workforce.
An essential federal tax break for the fledgling industry, scheduled to expire at the end of the year, has become a victim of Washington gridlock. President Obama was in Newton, Iowa, yesterday at TPI Composites, a leading wind blade manufacturer, to again ask Congress to extend the production tax credit, which provides a credit of 2.2 cents per kilowatt-hour of electricity produced by wind turbines--as well as geothermal, biomass and underwater turbines--for the first 10 years of production.
The president also urged Congress to expand a 30 percent tax credit instituted in 2009 for investments in companies manufacturing renewable energy components. The package, called the Advanced Energy Manufacturing Tax Credit, provided $2.3 billion in credits for solar panel parts, "smart" electric meters, fuel cell components and wind turbines.
Over the last decade, wind power has become one of the fastest growing energy sources around the world. According to the U.S. Energy Information Administration, in the United States alone wind generated 120 billion kilowatt hours last year, 20 times more than in 2000 and enough to light up more than 20 million households. That 32 percent average annual growth rate is due to a number of factors, mainly improved technology, state standards requiring utilities to ramp up their reliance on renewables--and the federal production tax credit.
The production tax credit, which debuted in 1992, helps level the playing field between wind and coal and natural gas and is critical for financing new projects. Although most wind power developers don't pay taxes because they're not yet turning a profit, they can raise capital by selling the credits to companies that do.
Unlike a number of fossil-fuel and nuclear-power subsidies that are permanent, the production tax credit has to be renewed by Congress every few years. That puts the relatively new wind industry at a distinct disadvantage, making it difficult to attract investors and plan years in advance. And if Congress doesn't extend the production tax credit this year, the industry will take a significant hit. A December 2011 study by Navigant Consulting estimated that investment in wind projects will drop 65 percent, from $15.6 billion in 2012 to $5.5 billion in 2013; the industry will have to lay off nearly half of its workforce--some 37,000 people--next year; and wind developers will install only 2 gigawatts of wind power in 2013, less than a quarter of what is expected this year. more

There is a lack of political decisiveness and companies are complaining of a dearth of incentives to invest billions in necessary infrastructure. Progress or no progress, taxpayers continue footing the bill.
German Chancellor Angela Merkel, the leader of the center-right Christian Democratic Union (CDU), will see federal diversity on display this Wednesday when she hosts Germany's governors for an energy summit in Berlin. She can expect to see 16 governors and hear 16 different opinions -- at the very least.
Each delegation has a different notion of what Germany's energy revolution should look like. The delegation from the northwestern state of Lower Saxony wants to promote offshore wind farms, while the representatives of the southwestern state of Baden-W?rttemberg favor projects that make more sense farther inland. The Bavarians are calling for new gas-fired power plants in the south, while politicians from the northeastern state of Brandenburg are championing the unfettered expansion of the solar industry, which is ailing in the east.
The cacophony reflects the current state of affairs. Things are all over the place in the energy turnaround at the moment, and nothing seems to be working. The key project of the coalition government of Merkel's CDU, its Bavarian sister party, the Christian Social Union (CSU), and the pro-business Free Democratic Party (FDP) is stalling before it has truly begun.
A year ago, the chancellor was still able to fire people's imaginations with her energy plans. "We can be the world's first industrialized country to successfully navigate the transition to the electricity of the future," Merkel said at the time. When she summarilyfired Environment Minister Norbert R?ttgen last Wednesday, she had returned to the harsh light of reality. In a considerable understatement, Merkel admitted that "the implementation of the energy turnaround still requires substantial efforts."
Brandenburg Governor Matthias Platzeck, a member of the center-left Social Democratic Party (SPD), deplores the "intolerable jumble of authority" the federal government is creating during the energy turnaround. His fellow Social Democrat Matthias Machnig, economics minister of the eastern state of Thuringia, compares the "biggest infrastructure project of the postwar era" to a marathon, adding that Germany is "only 50 centimeters past the starting line." And that, says Kurt Beck, the SPD governor of the southwestern state of Rhineland-Palatinate, is the federal government's fault. "To this day, there is no clear policy in Berlin," he says. more

Sony and Sharp announced the end to a partnership formed in 2009, when Sony invested $126 million (?80 billion) in Sharp's LCD display business and received a 7 percent stake in the display manufacturer.
The deal started to go really sour when Sony announced in March that they wouldn't inject any more financing into the venture.
And, by September this year they would decide what the future of the two companies' collaboration would be.
That future turned out to be nonexistent, as Sony announced that they'll sell back their 7 percent at a full refund.
Also in March, just before the Sony/Sharp partnership went south, Sharp announced that the electronics manufacturer Foxconn would purchase a 50 percent stake in Sharp for $809.1 million (?515 billion).
The deal was said to facilitate cost-cutting on LCD screen components through bulk purchases from both companies.
Sharp will reportedly continue making large displays, while Foxconn will still stick to smaller screens.
Sony, meanwhile, under the leadership of new CEO Kaz Hirai, announced that they intend to return to profitability this year after seven straight years in the red.
To that end, Sony announced plans last month to axe 10,000 jobs in an ongoing move to reign in the company's ailing TV business. This is the third such mass exodus Sony's seen since 2005.
And just yesterday TechRadar reported that Sony (and Samsung) have begun enforcing minimum prices on televisions to deter retailers from setting competitive, but loss-making, price points.
Another, more positive rumor whispers of a partnership between Sony and Panasonic to begin producing cheaper OLED TVs.
OLED displays are notoriously expensive, but Sony and Panasonic could combine their substantial know-hows to bring that cost down and pass savings onto consumers.

Those who don?t know Gamid Abatchev are prone to underestimate him.
Treatment for a cancerous tumor under his right eye when he was 8 stole his vision in that eye and affected his overall growth. At 5-foot-4 and 95 pounds, the 18-year-old is frail and fragile.
But Abatchev ? born in Moscow, Russia, and raised in Boise ? developed himself into a worthy opponent on Timberline High School?s boys varsity tennis team (No. 3 as a senior) and a formidable intellectual presence in the classroom, teachers and coaches said this week.
?I used to love to watch him play players who were bigger, stronger and older,? said David Archibald-Seiffer, who was Abatchev?s JV tennis coach in ninth grade and teacher for 10th-grade accelerated English.
?His strategy is so sharp. He had kids running into fences and looking like buffoons on the court,? Archibald-Seiffer said. ?He was able to place the ball where he wanted.?
Abatchev is one of the top students in Timberline?s 2012 graduating class, which holds its commencement Wednesday. He took 10 AP classes in the past three years.
Abatchev took AP chemistry as a sophomore ? the youngest student that longtime chemistry teacher Carol Foss had admitted until this year.
?He asks a lot of questions,? Foss said. ?You can tell he?s always seeing beyond what most kids see. He always wants to understand things on a deeper level. He certainly kept me on my toes.?
His inquisitiveness, love for science and wide-ranging interests also made him a strong competitor on the school?s Quiz Bowl team. He tried to make science fun for fellow students by reinvigorating and leading the DaVinci Club, which did demonstrations during the lunch hour.
ROOTS IN RUSSIA
Abatchev?s family moved to Boise when he was about 3?, when his father was hired by Micron after a stint with Samsung in South Korea.
Russian was Abatchev?s first language, but he speaks English with no discernable accent.
?At home, we only speak Russian,? he said. ?My parents said don?t forget where you come from, and it?s good to speak two languages.?
His father holds a Ph.D. in physics; his mother has a master?s in biology. His aunt, uncle and grandfather are college professors. His brother, Zagid, 22, is working on a Ph.D. in geophysics at UCLA.
CANCEROUS TUMOR
When Abatchev was in third grade, he started feeling exhausted all the time. He suffered frequent earaches.
Doctors thought the boy had pain from new teeth or ear infections, but antibiotics didn?t work. Then they found a suspicious growth next to his sinus.
It was rabdoma sarcoma, a form of cancer in connective tissue cells.
?I really didn?t understand what was happening,? said Abatchev, who went through 11 months of chemotherapy and more than two months of radiation. ?It wasn?t fun.?
He was home-schooled during fourth grade but sometimes visited his class at Trail Wind Elementary School.
The treatments stopped the cancer but damaged his developing eye. Today he sees only shadows and light with it. He wears sunglasses to avoid questions about his eye.
?It was the price for getting rid of everything (cancer). A lot of people go through a lot more and give up a lot more,? he said.
Left very weak after the treatments, he gave up soccer and ice hockey ? a sport he still loves.
?I even have dreams sometimes that I?m playing,? he said.
Unwilling to ?sit and do nothing,? he picked up tennis. He focused on racquet skills and technique while he regained his strength. He developed deadly accuracy, despite his reduced depth perception.
The hallmarks of his high school game were precision and patience, his coaches said. He didn?t quit when he got behind, pulling out wins in tough third-set matches.
?Many times he?d be the last person on the court, and we?d be all cheering him on,? said Jeff Smith, head boys tennis coach at Timberline.
HELPING FIND A CURE
Abatchev?s favorite high school class was AP biology. He is fascinated by the human body and the functioning of our ?billions and billions of cells.? There?s still so much for scientists to learn about the human body, he says.
?We could do a lot better,? he said.
He is going to the University of California-Davis on academic scholarships. He plans to major in biomedical engineering.
He?s interested in helping design and develop new equipment or methods to stop cancer.
He hasn?t ruled out a career in medicine, inspired by the professionals who treated his cancer.
?I feel kind of a debt that I want to repay,? he said. ?I want to help people out.?

Our review unit came with a stylish, small subwoofer, which helps a little with the bass response. However, since the speakers are so small, it doesn't help a lot, particularly because the system's maximum volume is so low. The system sounds is adequate in a quiet room, but if you work or play in a crowded or noisy area, you're better off using a pair of headphones. The HP Omni 27 ($1,249 direct, 4 stars), with its optional subwoofer feels like a Marshall Stack in comparison. The last nit about the subwoofer is the placement of the sub's connector: it's on the side of the ET2700 under a hinged door that sticks out when the sub is connected. If Asus had placed the subwoofer jack on the back of the system, the sub's plug and cable wouldn't look out of place and be so obtrusive.
The side panel holds a pair of speedy USB 3.0 ports, a powered USB 2.0/eSATA port, a media card reader, line out audio, headphones, mic, and the poorly placed subwoofer jack. The front has four touch controls for the screen (changing inputs, volume, brightness, etc). The right side is dominated by the tray-loading Blu-ray reader/DVD writer combo drive. And last but not least, the back has a pair of USB 2.0 ports (one occupied by the USB keyboard and mouse transceiver), a Kensington lock port, Ethernet, HDMI in, VGA in, and the power port for the AC adapter. It would've been nice if Asus had put in a regular power supply instead of a power brick, but it works. The HDMI in port and VGA in port will come in handy for a settop box like a cable DVR, either port will also come in handy when the system finally becomes too slow: you can hook up a newer PC six or seven years down the road and extend the usefulness of the monitor.
The system comes with a quad core Intel Core i7-2600S processor, which helps the system with performance. 1TB of hard drive space is pretty standard for this price level, though the 1GB Nvidia GeForce GT 540M graphics card is somewhat rare on a midpriced all-in-one.
The system comes with very little in the way of third-party bloatware, instead choosing to pre-install a whole bunch of Asus-branded programs and utilities. The main issue is that Asus has strewn the desktop with at least ten shortcut icons, which makes the desktop screen look cluttered right out of the box. No doubt stuff like the Ai Charger (switches one of the USB 3.0 ports to a high-powered port to recharge your tablet) and Total Media 3 (DVD/Blu-ray playback) are useful, but they would've been better located solely in the Start menu, which would've put them in reach, but not cluttered. Anyhow, you should be able to delete the shortcuts if they bother you, though they shouldn't have been there in the first place.
Performance
As an all-around system, the Asus ET2700INKS-B062C puts in a respectable showing among mainstream all-in-one PCs. It has a very nice screen, Blu-ray, and HDMI-in. That said, the current Editors' Choice, the HP Omni 27 matches the ET2700 on all specs aside from the discrete graphics, and it's more than $200 cheaper. The ET2700 is also weaker in the sound department and has a slightly more cluttered desktop when you bring it home. If you must have VGA in port, the ET2700 is a better choice.

SANAA, Yemen (AP) ? Al-Qaida's branch in Yemen has claimed responsibility for the suicide bombing in the capital at a military parade rehearsal which killed nearly 100 soldiers and injured at least 200.
The militant group said in an emailed statement Monday that one of its "holy warriors" carried the suicide attack and that it targeted the minister of defense who was attending the rehearsal. It says the attack is meant to take revenge for the military offensive against al-Qaida in southern Yemen.
The group known as al-Qaida in the Arabian Peninsula vowed, "This is only the beginning of Jihad," and said that its militants will continue waging attacks against the Yemeni leadership.
Monday's bombing took place when a suicide bomber dressed in military uniform blew himself up among parading soldiers.
